Step 3 Transitional Living Program
Who served:Runaway and homeless youth between the ages of 16-21 who are pregnant and/or parenting.
Eligibility requirements for program:
Must be homeless or in an at-risk situation
Agree to follow the program guidelines and show progress on attainment of goals set in the Individual Service Plan (ISP)
ISPs assist youth in reaching their goal of independence
Must remain drug and alcohol free
Must maintain their apartment
Display appropriate parenting behaviors
Length of stay:Youth may stay for a maximum of 18 months in the Transitional Living Program or earlier if youth meet their goals for self-sufficiency.
How youth enter the program:
Referrals may be made through self-referral, parents or guardians, court referrals, and/or DHS or other service providers
Payment requirements:
Rents for apartments are to be based on a % of resident’s income.
Services offered in first 30 days:
Shelter in one of the three 2-bedroom apartments for up to 18 months
Meeting with case worker (LSW) to create an Individual Service Plan
24-hour access to skilled staff
Linkage to services
Our programs are made possible through grants, private donations, volunteers and fees for services.
Youth get training in the skills they need to independently support their family without government assistance.

Our Transitional Living Program is funded by a grant from US Department of Health and Human Services through the American Families and Youth Services Bureau.
The building was constructed through a grant from the Maine State Housing Authority.
